It was the best of times until it became one of the worst of times, all in the same evening.

This tale of two cities is actually about one: Cleveland.

Friday night, Margy Judd went to Cuyahoga Community College's Metro Campus with four girlfriends to watch a dance performance. After the show, they headed downtown to get dessert. They could have gone to Legacy Village or Shaker Square, but they made a conscious effort to spend money in downtown Cleveland.

They headed west on Euclid, turned right on East Sixth and found a spot on the street where a dozen other cars were parked. (The intial version of this column had the wrong location.)

They squeezed into the lively crowd at the Chocolate Bar and had a wonderful time eating sinful desserts. At 11:45 p.m., they went back to their car. It was gone.

All the cars were gone.

Margy walked down about 200 feet and saw a sign saying there was no parking allowed. She called the Cleveland police nonemergency number. They checked her name and car. Yep. A green Ford Escape was towed at 11:30 p.m.

She had missed it by 15 minutes.

When she asked how to get the car back, she was told she couldn't get it until Monday at 8 a.m. What?! Two days?

Her husband, Amo, drove over from Tremont to give her and her friendsa ride home. The next day, she called the police and learned she would have to pay the ticket, tow and fees at the police station, then take the registration or title and a valid photo ID to the impound lot.

On Monday, Margy's husband went to police headquarters on Ontario Street to pay. He stood in line with 10 others. His bill came to $175. That included the $25 parking ticket, plus impound and tow.

He wanted to fight the fees but said the cashier told him if he wanted to fight them, he had to pay in cash. Cash? Who carries $175 in cash? And since when do you lose your right to protest because you don't pay cash?

He was already late for work, so he pulled out a credit card and gave up the fight.

Margy didn't. She called me. How can they tow your car on a Friday and not let you have it until Monday -- then charge you for Saturday and Sunday?

"This is low on the scale of social injustice," Margy said, "but is this the weirdest government policy ever?"

When her husband went to the impound lot in the Flats, the mud nearly sucked the shoes off his feet as he walked to his car.

I contacted the police to find out the facts. Patrol officer Nancy Dominik confirmed the following: You cannot get your car out of impound on Saturday and Sunday and you do get charged for the two days of storage.

Towing fees range from $50 to $125. The impound fee costs $30, which the city gets, plus the lot charges $9 a day.

You can pay by cash or credit. No personal checks. Margy's husband got incorrect information. It doesn't matter how you pay, you can still fight it.

Margy still wants to support downtown Cleveland. She's president of Executive Arrangements, a business that helps companies recruit out-of-towners by showing candidates and their spouses the best Cleveland has to offer.

"What if this happened to one of my clients? What a horrible impression of our town. I need to change this," she said.

There are some things we can't change about Cleveland, like the weather, the whiners and the records of our sports teams, but we can and should change this.
