6 mo ago I turned my drivers side seat cooling to #3, full blast, and can hear a motor running but not cooling at all? Anyone?
When I have mine on high, it is silent (unlike my previous vehicles that somewhat loud fans). It also cools great.

I do hear a slight motor sound. While the cool air is on you may not realize it, but when you turn off the air you should hear that slight motor sound stop, best description a whirling sound. Mine cools very well. Someone posted and it is true, it will cool better if the air conditioner is on and even better if the air is directed to the floor.

in my old Genesis ( which is also Hyundai brand) driver seat had 3 stages of cooling ( as Tucson has) and they only worked as intended, if AC was running and (!) if rear seats center console air vents were opened ( don't know if this is the case in Tucson - didn't have chance to "play" with it).
I would assume that it was as per design ( other owners noticed exactly the same behavior) and to actually produce cooling effect, air must flow (considering that it is "blocked" by the driver
"rear")

I appreciate all the replies, however, cool air, air at all, does not blow, I've set the rear vents to down and toward the drivers seat, and, why must I have the A/C on to have the seat cooler work, as someone suggested? I hear the 'whirling' motor noise, but put my hand on the seat bottom and back and nothing. I will have Hyundai check this when I get my
first appointment for service.

this when I get my first appointment for service. Yep, might be as simple as a disconnected part of the vent to the seat...

Yep, might be as simple as a disconnected part of the vent to the seat... That makes sense, hear motor running and no air flow, I like that determination.
