There are a few ways to unlock clothing and customize characters in Grand Theft Auto: The Trilogy - Definitive Edition is available on PlayStation 5, PlayStation 4, Xbox Series X, Xbox One, PC, and Nintendo Switch.
To change clothes in GTA Vice City: Definitive Edition, you have to find a clothing marker and walk into it. Some of these markers are inside or outside clothing stores, but you don’t buy them. Most of them appear after the completion of specific missions. Each marker is labeled with the name of the corresponding outfit. Changing clothes will remove your wanted level, as long as it’s not higher than two stars.

Clothing in GTA Vice City might not be as fancy as GTA San Andreas or GTA Online, but there are still various outfits and costumes to style and profile in.
GTA Vice City helped introduce more costumes (that a player can wear at any time) into the 3D GTA series. GTA 3 only had two outfits, one of which would normally be gone after the player would make it into their safe house. By comparison, GTA Vice City had 12 costumes that players could wear whenever they wanted, granting them far more customization options than its predecessor did.
Gamers start with the default street clothes, but they'll be able to unlock more as the game progresses. Some costumes are easy to acquire, while others take more time and dedication. For the convenience of GTA Vice City fans, this list of outfits and costumes will include how to unlock it and where they can find it.
Grand Theft Auto: Vice City is the first game in which the player can choose to change the clothing of the protagonist Tommy Vercetti. Changing clothes removes up to a two-star wanted level, even if the player is already wearing the same outfit. Dying or being arrested results in Tommy changing back to his Street outfit. In the PC version the player also can make his own clothes.
In the Definitive Edition, wearing all of the outfits at least once will earn the player the "Retro Lewk" achievement.

The Military at the Fort Baxter Air Base and the police at the Washington Beach Police Station will not attack the player if Tommy is donning the Cop outfit. However, attacking will make them retaliate and shoot at the player.

Glitch
The Havana outfit can become unreachable after specific missions because the game relocates the pickup from behind the front door to the back of an invisible wall after certain missions. Missions that require the player to change their clothes will remove all clothing pickups and replace them after the mission is over. However, three missions ("Cop Land", "No Escape?", and "The Job") move the Havana clothing pickup to the back of the store's left-side window, rendering the pickup unreachable. To avoid this glitch, the player must complete these three missions before completing "Two Bit Hit". This is commonly referred to as the Havana Glitch or Havana Outfit Glitch and has not been fixed in subsequent, updated versions, minus the mobile versions.
