How to fix spinning blue circle in Windows 11

My Surface Pro 7 runs Widnows 11 and everything works well. However, recently I apply the latest updates, and the normal cursor is not working. There is continuously a constant spinning blue circle next to the mouse pointer. It prevents pointer selection of actions. I have to press tab key to move to the box. How can I resolve the problem?

Some users get the rotating or spinning blue circle in Windows 11. It making me nervous and give me a headache while using software. If you also face the same issue, try any of the methods to fix it.

Using the chkdsk and sfc utility

  • From your desktop, click or tap on the Start button, search for ‘Windows Terminal’, right-click on the Windows Terminal from result, and select ‘Run as administrator’. Then click on the downward-facing arrow and select the‘Command Prompt’ from the menu.
  • Input the command below carefully:

DISM.exe /Online /Cleanup-image /Restorehealth

and press Enter to execute it. That will take a few minutes to load and a long time (up to 30 minutes) to complete.

  • When it displays “The operation completed successfully”, run the Sfc /scannow command to continue. Then type another command:

chkdsk /f /r /b

press Enter and type Y to confirm. Finally restart your tablet or computer to apply changes.

Some background process may consume a huge amount of processing power. That cause the spinning blue circle to appearing beside the mouse pointer. You could disbale the related services to check if it becomes normal.

  • Temporarily turn off the antivirus and firewall.
  • Press Ctrl+Shift+Escape keyboard shortcut to open Task Manager, right click on “Spooler SubSystem App“ process, and select End Task option. If the “NVIDIA Streamer” process exits, kill it completely.

Cleaning boot your device to determine which background program is interfering with the system

  • Click or tap on the magnifier on the taskbar, type “System Configuration”, and select the matched one.
  • Under General tab, click the box next to Selective startup, uncheck the “Load startup items“, and check the “Load system services” box.
  • Go to the Services tab, check the “Hide all Microsoft services”, click Disable All button, and click Apply > OK button. Then make a rebooting to enter the clean mode.

This is driving me nuts. It won't go away. I've tried everything listed below, restart, full shutdown... nothing works. The only other symptom is that I also suddenly can't control my rgb on my g.skill ram. I'm guessing it is some type of bug but am going to post to tech support too.

Kill Spooler Service

Locate and Kill the culprit task(just went through TM and ended everything with the highest cpu/mem usage)

Run chkdsk in command prompt

So, my windows 11 install(fresh) on my Asus Zephyrus M has a weird bug where the blue spinning circle appears when I bring the mouse pointer to a certain section of the screen. The section is a small square and while the pointer is in that zone, the mouse clicks don't work neither does scrolling. This happens everywhere, browser, apps and even on desktop. If I move my pointer outside that section everything works as normal again. So, what could be the cause of the issue and how can I fix this? I have linked the screen recording of this aforementioned weird behaviour below.

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

I have seen similar before, I just can't think of right words right now. Possibly an overlay or something.

I just ran into this same issue this morning. In my case, the affected area was a bit to the left of where it was for the OP. I was able to resolve the issue (for now, anyway) by rebooting the computer.

In my case, the affected area corresponded to a list box that is supposed to be displayed if you hover the mouse over the Task Bar's Search icon without clicking on it. This is supposed to display a list box with the most recent (or most frequent?) searches in it, but in my case the list box was not there and hovering the mouse over Search would not display it-- it was like it got stuck or interrupted before it could display properly. There was nothing visible on the desktop itself, but if I opened a program window that was maximized, or extended down into that area of the screen, I could actually see a faint but transparent list box at that location.

I'm not sure what caused it to happen in the first place, but at least I now know how to make it go away.

I have the same issue intermittently after a clean install of windows 11 on my laptop. Restarting resolves the issue after it appears. I have notifications turned off in settings. It appears in a different location depending on whether I have the taskbar icons in the center or left of the screen. I think it might be related to notifications pop-ups that are blocked by my notification settings.

This has happened to me too, twice today (upgraded to Win11 home 3 days ago). Like SeaGtGruff (thanks for your post), the pale window outline was centred above the taskbar search icon, faintly visible on any window that extended to that area.
I found I could fix it by opening Task Manager and ending the 'Search' windows background task. The search functionality returns to normal (i.e. the task automatically restarts) and the problem disappears.

Hi,
I agree with SeaGTGruff. Even I noticed the same & I git rid of this problem by going to settings>>Personalization>>Taskbar>> & toggle the button of Search to off mode.

This could be a temporary solution, but atleast I am able to calmly work without getting any irritations & frustrations.
