Pokemon Silver Version (Game Boy Color)
where do you find Gengar?
Accepted Answer
You can't catch a Gengar in the wild, so I suggest :
Catch a Gastly and level it to 16 to learn curse. Then, evolve it into a Haunter. After that, trade it with a trusty friend to evolve it into a Gengar. Trade back, and now you have a Gengar with curse.

Catch a Ghastly, evolve it into Haunter, then trade it to another game pak to evolve it into Gengar.

More Questions from This Game
In Generation IV there is a glitch with the GTS that allows Pokémon to evolve by being traded, but without actually trading them. Players must first place a Pokémon that evolves by trading it (with the correct held item, like Metal Coat for Scyther or Electirizer for Electabuzz) onto the GTS. To prevent the deposited Pokémon from being traded away, players should request an impossible trade, such as a level 9 and under Mewtwo.
The player must then search for a Pokémon on the GTS and trade for it. After this has been done, returning to the Pokémon that was placed on the GTS by the player and taking it back will cause it to evolve.
Obviously you're gonna need to do the DNS exploit to reinstate wifi, but i'm not really sure how R4 cards interact with wifi (iirc it depends on the cart but i think there could be workarounds).

Yes, but only with a few methods. While only one of these technically evolves Haunter, the rest allow you to find a Gengar.
In Generation 4, when the GTS was still up, there was a glitch that could be performed. This glitch allowed you to evolve trade evolutions without actually trading the Pokemon.
A little more information in my source.
Gengar is in the 5th room from the left on the 2nd floor (I'm pretty sure it's the room with the eyes in the picture) if you have a GBA Pokemon game in the GBA slot. The GBA game must be in the slot when you turn the DS on. As for Gengar itself, it is a very rare random encounter- about a 1 in 25 chance of finding it.

In Yellow, there is a glitch that allows you to get a Gengar. It's a relatively long process, which is noted in my source.
In Sun, Moon, Ultra Sun and Ultra Moon, Gengar can be called as an SOS ally in the abandoned Thrifty Megamart.

In Sword and Shield, Gengar can be found at Giant's Cap, Giant's Mirror, South Lake Miloch, or the Stony Wilderness, the last of which it can only be found in Max Raid battles.

In Legends: Arceus, Haunter will evolve if exposed to a Linking Cord.
