I don't think so, but it doesn't matter, because you absolutely do not want it to be on all the time anyway.
At certain places, there are triggers on the map for story events and flags, and sometimes in turbo mode, the player can move past them without triggering them, which means some flags never get properly set, which can break other necessary triggers later on, resulting in a bugged game and a stuck player.

Just to be clear: In the PS4 version, turbo is a toggle button, not a hold button.
I don't know why it's not a toggle on CS3 or 4 here on Steam, someone said there's a way to configure that via Steam Controller but I never found any option to 'keep holding' a button for you so
meh. I guess we exchange some features such as better button design and quality of life features for better graphics.
