trains, those scheduled to arrive at Newark, Hoboken or Penn Station New York between 6am — 10am, OR departing Newark, Hoboken or Penn Station New York between 4pm — 7pm, must have all cars open to maximize distancing onboard to the greatest extent possible. During off-peak hours and on weekends, conductors are required to have a minimum number of cars open, based on ridership and crew size. During off-peak hours, ridership is lower and train crew sizes are reduced to better align with
this lower ridership. If at any time off-peak train capacity reaches 50% and a car is available but closed, crews are required to open the closed car and make it available to our customers. If the train again reaches 50% capacity and another car is available but closed, conductors are required to open that closed car and make it available to our customers. The 50% capacity rule applies each time that percentage is reached and there are closed cars available to be opened — regardless of
