Valerie Parr Hill was born in Rochester, Minnesota and grew up in Lexington, Kentucky. She was honored with the title of Kentucky's Junior Miss in 1975. She completed her undergraduate degree at Kentucky’s Asbury College, and went on to receive her master’s degree from Wheaton College in Illinois. She later studied nonprofit marketing at Northwestern University’s renowned Kellogg School of Management.

In the year 1985, they both got married to each other. Gene and Jefferey Hill are her two sons. She resided in Montville, New Jersey, with her family.

Both of her boys have earned college degrees. When she aired her first show on QVC, her oldest child, Gene, was just six months old. Will, Valerie's husband, and Gene were staying at the hotel close to QVC and were viewing from their room.
