Background information and notes

This episode is based on both the Colin Ferguson case and the terrorist Tokyo subway sarin gas attack in 1995.
This episode was the first part of a two-part crossover with Homicide: Life on the Street, concluding with the Homicide episode "For God and Country." This was the first of crossover between the two series and also marked the first time that Detective John Munch appeared in a Law & Order series.
- The title of the episode, "Charm City", is a nickname for Baltimore. Homicide is set in Baltimore.
