Suffered the same thing on Skyrim, fixed by doing a full power cycle reset - hold the power button on your Xbox until it turns off (for touch pad just hold your finger there until the Xbox turns off fully) That fixed the problem for me but it's probably not foolproof and might not work.

When in doubt double check your network. Idk much when it comes to downloading mods on consoles but that's my guess.

My network is all good. Even restarted the router a few times.

Need to "manage" game and delete mod data. Once that data is deleted reboot the xbox and you'll have mod access again. Just don't delete the saved game data.
