According to HTR13, yes, he was acting, but just not 100%.

Ohba only said Light "might" have been acting; he never confirmed definitively that Light was acting.

I always took it as him acting to a point, but he was also cracking because the window of opportunity for Mello to be conveniently killed in a way that wasn't incriminating was closing.

He wouldnt be sad for Mello, hed be raging. He was indeed acting but not at 100% and certainly not for Mello lol

My take: He was sad not so much that he lost a parent but more so because he lost his only means of killing Mello. He took all that anguish and sorrow and conveyed it to seeming saddened by the death of a parent.
