TIME CAPSULEFrom Britannica Book Of The Year June 10, 1989 U.S. federal investigators revealed they had uncovered a nationwide financial scandal of mammoth proportions at the Department of Housing and Urban Development (HUD). Contractors working for HUD were said to have embezzled millions of dollars the government should have received from the sale of homes that had been foreclosed. A HUD agent in Maryland acknowledged she had taken as much as $5.5 million and given it to charity. The extent and duration of the scandal were blamed on mismanagement, near total lack of accountability by employees, and the wide discretion allowed staff members in the selection of projects. James Watt, secretary of the interior during the Reagan administration, bragged to a congressional panel investigating influence peddling at HUD that he had received more than $400,000 as a private consultant in federal low-income-housing projects. Although he had no background in housing and had never investigated the property he was promoting, his ready access to top government officials made it easy, he said, to get what he was after.
