Persuasive Policy Example

Specific Purpose:  I want to persuade my audience that the FDA should outlaw the advertisement of prescription drugs on television.

Organizational Pattern:  Problem/Solution order

Introduction

 

  1. Yes, you are right, it’s Nexium.
  • How do you know that? Because of the TV ads!!
  1. Since 1997, television ads for prescription drugs have made it almost impossible to watch your favorite sitcom or sports event without being bombarded with promotions for drugs, which promise to cure everything from depression to impotency to baldness!

Thesis Statement:  Based on my research and my concern for the messages these ads send to consumers, I am persuaded that the FDA should outlaw the advertisement of prescription drugs on television because of the cost of advertising, which is passed along to the consumer and the misinformation in the ads.

(Transition:  Let me first show you the problem with advertising of prescription drugs on TV.)

  1. Direct-to-Consumer (or DTC) advertising of prescription drugs on television increases cost of drugs and misinforms the public.
    1. Since 1997, when the FDA imposed new regulations allowing TV advertising of prescription drugs, spending on ads has gone up dramatically.
      1. According to Issues and Controversies, in 1991 $55 million was spent on DTC marketing, which was primarily on print ads.
      2. By 1999, $1.85 billion was spent on drug ads in print and on TV.
      3. The result of this spending is increased sales, of course.
        1. Issues and Controversies reports that in just one year—from 1999 to 2000-- total prescription drug sales increased from $111 billion to $132 billion.
        2. Men’s Health magazine claims that the most heavily advertised drugs show the greatest increase in sales.
          1. For example, the makers of Vioxx, as reported in the Canadian Medical Association Journal, spent $161 million in advertising in 2000, which resulted in quadruple sales of $1.5 billion.
          2. Other drugs, such as Prilosec and Lipitor, showed at least 30 percent sales increase.
        3. While advertising costs have increased, so have drug costs.
          1. Clearly, advertising is all about profit.
          2. Drug companies are not using sales revenue to lower drug costs.
          3. The American Medical Students Association web site notes that “drugs generally become more expensive as they become advertised due to advertising costs.”
          4. More drug sales only contribute to higher “drug consumption in our already overmedicated society,” claims the AMSA.
  1. Television ads do not serve to educate the public on prescription drugs.
    1. The purpose of advertising is to sell, not educate.
    2. Kuan P. Chiang of the University of Rhode Island contends that “physicians oppose DTC advertising for reasons such as the public’s inability to understand complex medication, therapeutic indication, and drug interactions.”
    3. Issues and Controversies notes that drug ads “have stimulated demand for drugs that many citizens do not need.”
    4. Senior citizens in particular are susceptible to these promotions.
    5. An AARP study cited in Issues and Controversies asserts that “older consumers are less likely than their younger counterparts to notice small-print warning information.”

(Transition:  Now that we know the problem, let’s see what should be done to fix it.)

  1. Because of advertising costs and misinformation, the FDA should outlaw the advertisement of prescription drugs on TV.
    1. The high cost of advertising would be better spent on drug research.
      1. For example, the Canadian Medical Association Journal points out that the makers of Vioxx, Merck, spent $161 million advertising that drug in the year 2000 alone.
      2. Think what that kind of money could do for cancer or diabetes research?
    2. Medical professionals should handle drug information.
      1. Sidney Wolfe, the director of health research for the Public Citizen agency that promotes consumer rights, argues in the Canadian Medical Association Journal that “federal agencies must move more forcefully to replace tainted drug company ‘education’ with scientifically based, useful information that will stimulate better conversations between doctors and patients and lead to true empowerment.”
      2. The American Medical Student Association web site notes the Academy of Pediatrics Committee on Drugs’ conclusion that “direct ads contribute little, if anything, to the welfare of patients…while physicians are bound to protect patients, pharmaceuticals are market-driven.”
      3. Several of my sources remarked that advertising encourages the public to seek medicines they may not truly need and may affect the doctor /patient relationship adversely.
      4. Common sense tells us that side effects and drug interaction issues cannot be fully addressed in a 30 or 60-second ad and could greatly endanger a person’s health.

  1. In closing, let me remind you that the problem with the advertisement of prescription drugs on television is the high cost of these ads and the misinformation that they contain.
