Failed step 1 three times and matched

You can look online at individual programs. Many programs wont accept any failures on step from IMGs and many more will only allow 1 attempt.

Often on the program website they will state if they allow attempts at any step. So i would start looking at every program in the country that accepts IMGs in primary care and see from there how many programs you would be eligible at.

But to be realistic a failure is VERY bad for IMG's, multiple failures is getting near catastrophic. There are unfilled positions every year in FM and IM and Peds, often in crappy places like the other poster says, but there are also thousands IMG applicants who still go unmatched even with openings.
