@NigelWard-7634 Thanks for posting in our Q&A.

To clarify this issue, we appreciate your help to collect some information:
1.Which device did you deploy App protection policy to? Windows, iOS or Android?
2.Please show the screen shots of the App protection policy settings, included the protected apps and the detailed settings. Make sure that Excel and Outlook are protected apps.
3.Please make sure the sign in user is the user in the app protection policy's assignment user group.
4.For "not checked in" status, please refer to the following article:

Just a further update to this as I've been working on it today. Core Office Apps includes Excel but not the Office app. Go figure.

If just Excel is installed the policy applies successfully and Outlook may open the .xls in Excel successfully.

If Office is installed too, Outlook defaults to Office and opening .xls is prevented.

If the policy is amended to include Office as a custom app, or the office url is excluded the policy will not install but keeps referring to next sync.

@NigelWard-7634 Thanks for your update. Based on my understanding, it isn't needed to install another office app including Excel.

I have done the test in my lab. I add Outlook and Excel as the managed apps and assign the app protection policy to my user.

When the apps checked in and got the policy successfully, I tried to use Excel to open the .xlsx attachment in Outlook. Excel opened it successfully. I will share you some picture in my test.
