Thanks for this and for anyone wandering why they wont spawn try coming back when the day night cycle shifts. I had 2 that came out after it turned night after the other ones spawned during the day. Could be just a weird area load issue and the shift of day night swaps spawns.

Does any one know where the goons spawn and if they spawn in a certain section of old villedor and the central loop

I'm also stuck with this. Not a clue where they spawn. Breezed through the first four parts of the quest, now stonewalled at this point 🤦
