2014 - 2015
This project sought to address information and financial barriers to improving the climate resilience of housing for vulnerable low income and rental households. It tested the effectiveness of both direct and mediated approaches through two different engagement channels to engage and encourage rental landlords to improve their properties. The first channel was through the council's rates database; the second was through real estate agents. Financial barriers were assessed through an investigation of the effectiveness of using the rates mechanism to access difficult to reach groups and the use of incentives to enable housing retrofits.Adaptation

Free retrofits were made available to home care clients who are most vulnerable to heatwave impacts. These retrofits included draught sealing, window coverings and the provision of fans. Information on keeping cool and low cost cooling options were also provided to eligible residents who took up the offer. Hume Council engaged agency staff to conduct retrofits, and heat wave training was provided to Hume Direct Care Workers via Kildonan Uniting Care.Mitigation / Adaptation
